Challenges Faced
However, during the recruitment process, some Persons with Disabilities (PwDs) belonging to the subcategory of Deaf & Hard of Hearing raised concerns. They approached the Hon’ble Central Administrative Tribunal, Srinagar through O.A No. 1764/2021 titled Peer Mohammad Arif Vs Social Welfare & Ors, pointing out that the Board had not applied Horizontal Reservation to the PwD candidates.
The issue of Horizontal Reservation initially arose due to the lack of clarity from the General Administration Department, as the post of Orderly/Class-IV was mentioned at two different entries in the Government Order No. 59 of 2021 dated 15.04.2021. However, to address this, the Board decided to reserve 320 posts for PwDs in Phase-I, pending further clarification.
